Great Opportunity for a Junior or Mid-level Procurement Specialist in the Philadelphia Area.
Data Systems Analysts is looking for a Jr. Procurement Specialist  with three (3) to five (5) years of services procurement experience. This is a full time position in Trevose, PA.

The Junior Procurement Specialist PA Area provides procurement support across all Business Units of DSA. The position involves responsibility for the procurement of services and software. Duties may include, but are not limited to, procurement package preparation, evaluation of quotes, negotiations of pricing, negotiation of favorable terms and conditions, issuing purchase orders, invoice processing, and overall vendor management. The Specialist is responsible for maintaining timely, effective, and compliant purchase order administration in accordance with DSA’s policies and procedures under the guidance of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). A candidate is required to support and meet deadlines on a continuous basis. Occasional travel may be necessary.

Requirements for Junior Procurement Specialist PA Area:
Education and Experience: Bachelor’s Degree preferably in a Business capacity with three (3) to five (5) years of services procurement experience;
Experience in the procurement of Information Technology and Professional services is highly desired;
Basic negotiation of terms and conditions;
Buying skills with an ability to perform basic price analysis;
Comprehend and compliance with FAR and DFARS in regards to procurement;
Exceptional attention to detail and organizational ability;
Self-motivated and proactive in resolving issues;
Demonstrated ability to multi-task and manage competing priorities;
Effective customer service;
Ability to be flexible and adapt to change;
Good to strong analytical and communication skills.
Ability to interface with other contracts and procurement professionals and cross-functional departments;
Communicate policy and practice to internal business teams;
Proficiency using desktop application software such as MS Office, Excel and PowerPoint; and
Clearance: Security clearance (must be clearable)
DoD or recent government procurement experience is required.

The JAVA Software Engineer Charlottesville VA will provide analysis services for the definition of requirements and designs in support of the customer’s Web-based infrastructure, applications, and systems. The Software Engineer will provide software engineering services for the modification and enhancement of the organization’s Web-based infrastructure, applications, and systems for performance, user features, security, integration and reliability upgrades.  The primary support areas include web services and web development and web portals.  The Software Engineer will test, debug, integrate, and document (including accreditation documentation) new and or modified software in accordance with the customer’s standards, guidelines, and procedures.  The Software Engineer will upgrade software as necessary to ensure interoperability and compatibility with the customer’s infrastructure.  They will analyze, troubleshoot, and resolve software problems, provide training, and customer assistance.

Provide web services and movement of data within and between networks.
Provide Web development and Enterprise Web Services
Provide support with deployment into a dev, test and then production environments.

Provide support for front-end web development built on Bootstrap, Angular and other JavaScript frameworks.
Expertise in working with the IP
Maintain Technical Documentation and maintain and update technical documentation

Experience with Java, JavaEE, Spring, Grails Framework, Groovy and Angular
XML, XSL, REST and web services design and programming

Familiar with Oracle Weblogic, IBM Websphere, and Tomcat application servers, creation of Spring web services, SAX, DOM, StAX, and multi-threaded programming.
Prior experience supporting Microsoft SQL Reporting Services

Utilize appropriate tools to install windows, doors, ports, baffling, and gasketing on the chambers
Insulate chambers as required
Clean chambers according to acid cleaning procedures
High school diploma or GED required
Previous non-robotic welding experience highly preferred

President Signs Veterans Choice Act

President Trump has signed The Veterans Choice Improvement Act.  This new law will significantly expand an existing program at the Department of Veterans Affairs (VA). The final printed copy of the signed legislation was not available at the time of this writing.
Key Factors of the Choice Improvement Act
The new legislation has several key items:
    The program allows patients to seek care from private doctors if they want to go outside of the VA system.
    The new law removes barriers that Congress inserted in the original “choice” initiative.
    It eliminates the expiration date of the law that would have closed the program in August 2017.
    The law makes the VA the primary payer (currently the VA is the secondary payer) for medical care relating to non-service connected disabilities and recovery of costs from third parties for certain care under the program.
